Do you speak English...
This woman was one of a pack of women who trolled the crowds beneath the Eiffel Tower. They would come up to you and ask if you spoke English. If you said yes, they would hand you a card asking you for money. One you knew to look for them, it was fun to try and pick them out from across the way.

Looks like they are targeting tourists. Same as in other parts of the world.
